Accreditation

A. Yes, the Emirates International Accreditation Centre (EIAC) is a governmental entity, working under the Executive Council of Government of Dubai.

A. Accreditation is the third party attestation (such as by EIAC) related to a Conformity Assessment Body (such as laboratory, inspection body or certification body) conveying formal demonstration of its competence to carry out specific conformity assessment task. Accreditation is awarded according to international standards i.e. ISO/IEC standards

A. There is no difference. The Emirates International Accreditation Centre (EIAC) is the new name of Dubai Accreditation Department (DAC). The name was changed to EIAC as per the law 27/2015 issued by the Government of Dubai, UAE.

A. The EIAC fee structure is defined in the document EIAC-RQ-GEN-003 which is available on Publication Section of this website www.eiac.gov.ae

A. Yes, EIAC accreditation services are available for all countries/economies subject to the provisions of cross-frontier policies/guidelines of ILAC, IAF and its own policy.

A. This all depends upon the preparedness of conformity assessment body. The process can be completed within one to three months.

A. The accreditation status and scope can be verified through visiting EIAC website www.eiac.gov.ae . These details are available on “Conformity Assessment Bodies Directory” Section. The Certificate & scope can also be downloaded from the same web page. On the other hand, all conformity assessment bodies are obliged to provide the details of their accredited scope to interested parties

A. Yes, EIAC publicize the status of conformity assessment bodies on its website www.eiac.gov.ae . The contact details of accredited conformity assessment body and accredited scope/certificate is displayed on the website.

If the accreditation of a conformity assessment body is suspended or withdrawn, this shall also be publicized on the EIAC website.

A. Yes, the EIAC accredited conformity assessment bodies can use EIAC accreditation symbol after getting formal approval for the same from EIAC. The accredited conformity assessment bodies are required to submit their procedure for the use of EIAC symbol and sample certificates to EIAC. Relevant EIAC staff shall review these documents are provide formal approval to the conformity assessment body.

A. The conformity assessment body can request for reconsideration of any adverse accreditation decision related to its desired accreditation status within thirty days of receiving the decision. The appeal form is available on Publication Section of this website www.eiac.gov.ae  The EIAC handles all appeals against accreditation decisions in a totally impartial and independent manner and decision on appeals shall not result in any discriminatory actions against appellant.  As per EIAC system the decision on appeal shall be made by, or reviewed and approved by an appeal committee whose members were not involved in the activities in question/matter of original appeal.

A. Notification is a written statement or oral report submitted to the EIAC (EIACinfo@mail.com.ae) by any member of the public regarding the services provided by any of EIAC’s customer (an accredited / registered conformity assessment body).

The complaint is a written statement or oral report submitted to the EIAC by its client expressing dissatisfaction with the services/conduct of Emirates Accreditation Centre.

A. Applicant laboratories are required to successfully participate in Proficiency Testing programs covering all major areas in their scope of accreditation as per frequency given in  relevant EIAC requirements available on EIAC website.

A. body that performs conformity assessment activities and that can be the object of accreditation

Activities covered by accreditation (3.1) include, but are not limited to, testing, calibration, inspection, certification of management systems, persons, products, processes and services, provision of proficiency testing, production of reference materials, validation and verification. For simplicity, these are referred to as conformity assessment activities being performed by conformity assessment bodies.

A. Once the CAB decides to seek EIAC accreditation, it should make a definite plan of action for obtaining accreditation and nominate a responsible person to co-ordinate all activities related to seeking accreditation who should be familiar with CAB’s existing quality system.

 The CAB should get fully acquainted with relevant EIAC documents and understand the assessment procedure and methodology for filing an application.
 A CAB wishing to be accredited by EIAC must have a Quality Management system documents on its Quality System satisfying the requirements as described in various clauses of relevant accreditation standard.
 The proposed Management representative shall have undergone formal training on management system and internal audit based on relevant standard.
 The CAB must ensure that the procedures described in the Quality management system and other documents are being implemented.
 The applicant CAB must have conducted at least one internal audit and a management review before the submission of application.

A. EIAC is the largest and oldest accreditation body in Gulf Region, which is internationally recognized. EIAC is MRA signatory to International Laboratory Accreditation Cooperation (ILAC), MLA signatory of International Accreditation Forum (IAF), MLA signatory of Asia Pacific Accreditation Cooperation (APAC) and MLA signatory of Arab Accreditation Cooperation (ARAC).

 EIAC accreditation is an effective marketing tool for Conformity Assessment Bodies (CABs) to promote their services in UAE and other booming markets

A. Yes, EIAC provides accreditation service for Type A, B and C Inspection Bodies as defined in ISO/IEC 17020.

A. 1. The interested conformity assessment body (CAB) is required to submit the application along with relevant checklist & documents and fee. The application form and checklists are available on publication section of this website www.eiac.gov.ae

2. After receiving accreditation application and associated documents from applicant CAB, EIAC shall conduct application review and document review.
3. Once CAB’s documents are found in compliance with the relevant standard and EIAC requirements, EIAC shall issue document review result and conduct on-site initial accreditation assessment on agreed dates.
Note:     Before initial accreditation assessment, the CAB can request pre assessment. Pre assessment is an optional short duration visit.
4. On-site initial accreditation assessment includes assessment of management system in CAB’s offices and witness of testing/calibrations/inspections/audits/examinations (whichever is applicable).
5. After completing assessment, EIAC assessment team shall provide assessment findings to CAB. The EIAC Assessment Team Leader shall also provide the assessment report to the CAB.
6. The CAB is required to take corrective actions for assessment findings in defined period.
7. Once EIAC assessment team is satisfied with the corrective actions taken by the CAB and it has closed the findings, the EIAC assessment team leader shall submit the case file of CAB for accreditation decision.
8. Upon positive decision, the accreditation certificate shall be issued by the EIAC.
9. The EIAC accreditation cycle is three years and the accreditation certificate is issued with three-year validity.
10. EIAC shall conduct surveillance assessments at defined intervals and a reassessment before the expiry of accreditation certificate. Usually the reassessment shall be conducted two/three months before the expiry of accreditation.

A. 1. The EIAC provides accreditation for all types of testing and calibration laboratories as per the main accreditation criteria ISO/IEC 17025 and associated technical standards.

2.  The EIAC provides accreditation for all types of medical testing laboratories as per the main accreditation criteria ISO 15189 and associated technical standards.
3.  The EIAC provides accreditation for all types of inspection bodies as per the main accreditation criteria ISO/IEC 17020 and associated technical standards.
4.  The EIAC provides accreditation for proficiency testing providers as per the main accreditation criteria ISO/IEC 17043:2010
5.  The EIAC provides accreditation for management systems certification bodies as per the main accreditation criteria ISO/IEC 17021-1 and associated technical standards for ISO 9001, ISO 14001, ISO 45001, ISO 22000, ISO 27001, ISO 37001, OHSAS 18001, HACCP certifications.
6. The EIAC provides accreditation for product certification bodies as per the main accreditation criteria ISO 17065 and associated technical standards for various constructional materials and drinking water certifications.
7. The EIAC provides accreditation for persons  certification bodies as per the main accreditation criteria ISO/IEC 17024 and associated technical standards for the following schemes;
i) Certification of Person In-charge Level 2 & 3 in Food Safety
ii) Trainers for Person In-charge trainings
iii) Certification of various types of cranes and other lifting equipment operators
iv) Certification of Signalman
v) Certification of Riggers Level 1 & 2
vi) Certification of Life Guards for Shallow water, Swimming pool and Beach
vii) Certification of trainers of lifeguards
viii) Certification of Funfair Safety Officer.
xi) Certification of Funfair operation supervisor;
xii) Certification of Amusement equipment operator (often called Ride Operator);
xiii) Certification of Amusement equipment attendant (often called ride/device attendant);
xiv) Certification of persons working in health related establishments (Saloons, spas, beauty parlors)
xv) Certification of health & safety officer level 2 for laborer’s accommodations

A. A Recognition of Conformity Assessment Bodies Competence:

Conformity Assessment Body (CAB) accreditation provides formal recognition to competent the CABs, thus providing a ready means for customers to identify and select reliable services.
A Benchmark for Performance:
allowing them to determine whether they are performing their work correctly and to appropriate standards; and providing them with a benchmark for maintaining that competence.
A Marketing Advantage:
CABs accreditation is an effective marketing tool and a reliable indicator of technical competence. This helps to facilitate the acceptance of their data in overseas markets. In turn, helps manufacturers and exporters to reduce costs by reducing or eliminating the need for re-testing/ re-Inspection/ re-certificate overseas.
International Recognition for your Organization:
employ a uniform approach which allows countries to establish agreements among themselves, based on mutual evaluation and acceptance of each other’s accreditation systems.  Such international agreements, called multilateral recognition arrangements, are crucial in enabling services provided  from accredited CABs to be accepted between these countries.

Registration

A. There is no difference. The EIAC follows the same accreditation process whether the conformity assessment body is registered in Dubai or has no registration.

A. Registration Notification Letter is valid for one year. After one year, the conformity assessment body will require to request for update their NOC in order to renew the Trade License. a surveillance visit shall be conducted to ensure the continuous compliance with requirements of local regulations/laws and to issue new registration notification letter and NOC for renewal of professional license.

A. Yes, all registered conformity assessment bodies are required to apply and take EIAC accreditation within one year of issuing their Trade License.

A. No, the registration is applicable to the Dubai based conformity assessment bodies only.

A. For CAB’s located in Dubai, they have to apply for Permit to Act after 6 month of issuing their NOC. CAB’s has to submit their quality management system along with the properly filled checklist. A surveillance visit shall be conducted to ensure the compliance with requirements of local regulations/laws and to issue Permit to Act Certificate.

Permit to Act Certificate is valid for one year only.

A. Almost all fields that belongs to Health & Safety are mandated for 100% Accreditation. The EIAC Mandatory List for Accreditation is available on Services Section of this website www.eiac.gov.ae . field rather than Health & Safety are mandated for 10% Accreditation.

A. -Registration is a mandatory requirement for conformity assessment bodies (Laboratories, Inspection bodies and Certification bodies) that are based in the Emirate of Dubai and any of the Free Zone Areas of Dubai. Registration is mandatory according to Regulation 2/2010 and 27/2015 issued by the Government of Dubai.

-Registration is part of legal licensing requirements of conformity assessment bodies.
-At the start EIAC issues “No Objection Letter (NOC)” for conformity assessment body. The conformity assessment body submits this NOC to the Department of Dubai Economy for the issuance & renewal of their Professional License/Commercial License.
-Once the Department of Dubai Economy issued the Professional License/Commercial License, the EIAC will register the conformity assessment body and issues the Registration Notification Letter.

Training

A. The training fee is defined in EIAC fee structure in the document EIAC-RQ-GEN-003 which is available on Publications Section of this website www.eiac.gov.ae

A. Yes, EIAC provides general trainings on all accreditation standards and associated technical topics.

The EIAC training program is available on Services Section of this website www.eiac.gov.ae

A. Request for cancellation must be made in writing & received by EIAC two weeks prior to the training program date. The organization can nominate a substitute delegate to attend the training course; otherwise, the nomination application shall be converted to another training course in the future. In case of short notice cancellation –less than 2 weeks-, fees could not be refund.

A. We provide two types of certificates; Certificate of Attendance, which will be issued to, delegates who attended and completed the program and Certificate of Achievement, which will be issued to delegates, who attended and successfully passed the training course.
